This is on a bldg just 2 storefronts down from the starbucks I go to
every morning in rosslyn va. I just noticed today that it has
fluttering metallic patterns on its side. They seem to be hundreds of
independently moving metal pieces. Its really kind of pretty but I'm
not sure what its function is.

I noticed those things when that building was being built. (I used to get on at the Rosslyn Metro when I lived on Lee Highway). I never could figure out what they were or what they were for. The only thing I figured out was that they were oddly fascinating.
